1935 1.0.3 Before strengthening of masonry structures, reliability appraisal shall be carried out, on basis of building types, according to the relevant requirements of the current national standards GB 50144 Standard for Appraisal of Reliability of Industrial Buildings and Structures and GB 50292 Standard for Appraiser of Reliability of Civil Buildings respectively. 1.0.3 砌体结构加固前，应根据不同建筑类型分别按现行国家标准《工业建筑可靠性鉴定标准》GB 50144和《民用建筑可靠性鉴定标准》GB 50292等标准的有关规定进行可靠性鉴定。

1939 1.0.3 Energy efficiency design for public buildings shall, according to local climate conditions, improve building envelope insulation, increase energy utilization efficiency of building equipment and system, and reduce energy consumption by heating, ventilation and air conditioning, water supply and drainage and electrical system of buildings using renewable energy under the premises of ensuring indoor environment parameters. 1.0.3 公共建筑节能设计应根据当地的气候条件，在保证室内环境参数条件下，改善围护结构保温隔热性能，提高建筑设备及系统的能源利用效率，利用可再生能源，降低建筑暖通空调、给水排水及电气系统的能耗。
1940 1.0.3 Energy efficient building assessment shall meet the following requirements: 1.0.3 节能建筑评价应符合下列规定∶

1944 1.0.3 Probability-based limit state and partial factor format should be adopted for the design of engineering structures. The design of structures may be carried out according to engineering experience or necessary experimental investigation if statistical data is insufficient. 1.0.3 工程结构设计宜采用以概率理论为基础、以分项系数表达的极限状态设计方法；当缺乏统计资料时，工程结构设计可根据可靠的工程经验或必要的试验研究进行，也可采用容许应力或单一安全系数等经验方法进行。
